Yeah I think this question is misunderstanding. Shunryu Suzuki said that to think of waves without water or water without waves is delusion. He was referring to mind and thoughts and I think what he meant was that mind and thought go together....they are one. Mind is thought and thought is mind. So the only way to get rid of thought would be to destroy the mind...? Anyways getting rid of thought is not the point of zen I think. It's about unattaching ourselves from thought so that we aren't interfering or involved in it.
